replace eddsa bundling with eddsa-api plugin

Describe the bug

specialisation of #933
The plugin bundles eddsa.jar in WEB-INF/lib

If this library is actually needed then the plugin should instead depend on the eddsa-api plugin.

To Reproduce

build the plugin, inspect the plguins hpi WEB-INF\lib directory

Expected behavior

eddsa.jar is not present
