Add support for languages: Oriya/Orya/Odia & Gujarati/Gujrati

Currently babel supports Oriya/Orya/Odia language thru \babelprovide

Babel also supports Gujarati language using the same mechanism

Babel ini snippet for Oriya

Babel ini snippet for Gujarati

tag.bcp47 = gu

But when I use pandoc, I get \begin{otherlanguage}{} in generated tex instead of \begin{otherlanguage}{oriya}

\begin{otherlanguage}{}

ନମସ୍କାର ବିଶ୍ୱବାସି

\end{otherlanguage}

Same issue exists for gujarati too
