No shape popup if tab bar is focused

Describe the bug
When mouse hovers over a shape in the Shapes pane this shape is highlighted and a window showing a larger picture and name of the shape pops up, but if the tab bar is focused there is no pop-up, although mouse hover still tracked and shapes are highlighted.

To Reproduce
prerequisites: Shapes pane and Page Tabs are visible and at least one section of the Shapes pane is expanded so that some shapes are visible in the gallery

• click on page canvas
• hover mouse over a shape in the shapes pane - this shape is highlighted and a window with this shape pops up to the right of the Shapes pane
• click on the page tab
• hover mouse over a shape in the shapes pane again - the shape is still highlighted but there is no pop-up window

Expected behavior
Shape pop-up should've been shown
