Release 1.2

So far, I don't think any of the most recent changes are huge break-fixing changes, so I'm not in a rush yet to make the next release, but maybe we are close to accumulating enough changes that a release is in order. Maybe once the currently open PRs are merged it makes sense to do a release.

On deck PRs (not yet merged):

Release 1.2 is not going out correctly. There were some errors in the sync file that I've fixed but the main hold up is: BetaHuhn/repo-file-sync-action#126 In the meantime, I could split up the syncs into two sets, but I don't really want to have to do that.

I resorted to a much earlier version of BetaHuhn/repo-file-sync-action in the meantime and so for now we are working. I'm subscribed to the issue though and we can look to update again after that's resolved. For now this version works.
