Docker test looks like it fails on sync PRs when its actually doing what it is supposed to be doing.

This can be confusing for people. But when the Docker test skips testing because it was already tested, it makes it look like it fails

I need to make it so it is clear it is skipping the test because it is not necessary, not that it is failing.

I believe this should be fixed with #436's revamping. But we will see.
