This change allows for the consul binary to be installed separately from the service. This is important in cases when an AMI might be built with internet access, but when actually deploying it is in a private subnet that does not have internet access. The general pattern is to have all software on an AMI and then as a last step just do the configuring at launch.
As long as users were setting an override for their install method and including the default recipe, there should be no breakage here.
