What Domain Problem Is Being Solved

why are we making this ops change and what does it improve?

At a minimum, better logging config would allow quicker debugging, and therefore iteration of the app

Technical Scope

improve logging configuration so that when exceptions are thrown, it's clear what code and endpoint was executing
