Limit access rights to templates, especially edit/update/delete

Please describe desired steps of proposed new feature/enhancement:
1.Add template by user or admin
2.Template could be at least locked or access rights set for others 
3.Template could be only edited/deleted etc. by authorized users, not all

Feature is supposed to provide stable shared templates across users.

What version of the product are you using? On what operating system?
1.3, Linux Redhat 6.4
