新建一个report,布局拖拽不进来，用已经有布局的report 可以拖进来，新建一个新的，布局拖拽不进来

这个是因为新建的 report 是没有存在数据库，根据这个 id 找不到 report，有空我改成用前端数据库。谢谢你的 issues
