Empty "Section Navigation" in user docs

Description

The left panel of the user docs (for example, this section: https://jupyter-scheduler.readthedocs.io/en/latest/developers/index.html) contains a mostly empty section, with nothing under "Section Navigation". Similar issue was reported for Jupyter-AI: jupyterlab/jupyter-ai#655

Reproduce

Navigate to https://jupyter-scheduler.readthedocs.io/en/latest/developers/index.html, note left panel

Looking at the issue, there seems to be empty section navigation panels for all sections including users, developers etc. Assigning myself to this issue.
