1.0.0 release to communicate changes better and easier

Hey!

This project has been around since 2020 and clearly cares about communicating changes by having a changelog etc.

For the users and maintainers i think its good if a 1.0.0 is released. I've come to appreciate this both as a maintainer and a user, and is influenced by semver 2's guidance:

This makes sense. I think the plan will be to release NBClassic 1.0 at the same time (approximately) as Notebook 7 and JupyterLab 4.
