make a new release？

It’s been a year since the last release.

There are still some issues and pull requests in the 5.4 milestone https://github.com/jupyter/nbconvert/milestone/15 but it's the maintainers decision. I would also like to see a release, so we can enjoy the recently added support for ipywidgets >= 7.
