Similar to this old issue, it looks like the cgroups config on Raspbian is broken again.

It looks like it is being caused by cmdline.txt being moved from /boot to /boot/firmware in the Bookworm release. Initially they had put a symlink in place for backwards compatibility, but this commit removes it RPi-Distro/raspberrypi-sys-mods@c62cf1a
