Don't download the spec.go from master #3

Right now this schema generator downloads the spec.go from upstream master (see code). Parameterize this step so that you can either

give it spec.go from local directory
give it a URL of spec.go from PR
tell it to download from master

Also the OpenAPI generator assumes that spec.go is available in local directory.

@kadel @cdrage would appreciate your help on this one!
