not recognizing usage permission a14 pixel 8pro

Not recognizing it had the usage permission keeps adding for it

I could use the app "app manager"

To give the permission under tab "uses permissions"
android.permission.PACKAGE_USAGE_STATS
(Which may or may not have required root permissions, I'll check later)(no it does not require root)

But not with anything in oem Android setting

(I think i had the exact same issue on my Android 9 blackview device

I have a Pixel 8 Pro as well but I have been unable to replicate this issue, either on a physical device or with an emulator. Is it possible that the AppManager is interfering in some way? I am not sure what else would be a factor here as the permission checks are usually pretty simple...

App Manager is passive, I don't think it would cause the issue. I have 5 active android phones with everything from OEM to Lineageos. I have had issues with apps that use "usage access" before, it is pretty random.
