Ie. Allow NULL DefaultLangSys, and non-zero LangSysCount.

The updated spec still requires non-NULL DefaultLangSys, though allowing non-zero LangSysCount. I think most (all?) fonts being rejected by OTS here are affected by the non-zero LangSysCount.
