Add nightly NuGet build

Hi, there is a bug fix I've been wanting to use in the master branch of SukiUI, but a new NuGet package has not been released in a while. Would it be possible to set up CI to create a "nightly" NuGet package that is published whenever there is a new commit to master?

My thought was to create a full release workflow when a version tag is pushed to the repository, that way it would reduce the work in releasing a version, which would give an incentive to create releases more frequently, just pushing a tag to the repository and that's it.

If that's acceptable I can open a PR with the added workflow file when I have some free time.

Note: @kikipoulet If you want pre-release support, then it's a bit more work, if not then it will shorten the process.

I think the nightly package was a good idea too, so peoples can use their fix more easily, but the version tag method is already a good step forward 👍
