iscsi backend + UI issues when no iscsi targets are available #383

The following issues were found while testing it in a host that doesn't have iscsi targets:

backend: the error "ERROR:cherrypy.error:GINISCSI005E: Error in listing pre-discovered iSCSI targets - " appears but no reason is given.
UI: if no iscsi are found in the host it's better to not show this UI at all. If the backend isn't being restrictive about it (is_feature_available() implemented) then the backend must take care of that too.
