Bad GUI scale for 150% DPI on Windows

On the image above, the top bar is very big and icons are blur. Also the menu is broken.

This seems to be a duplicate of #1260 (with a clue that the problem may be linked to high-res DPI)

I'm having the same issue on Linux with KDE, so this doesn't appear to just be a Windows thing. Here's the size compared to Firefox:

I also noticed that the three dots menu also seems to have really weird scaling. The fonts are the right size, but everything seems to have loads of padding:

Also, all of the icons in the interface seem to be pixellated. This can be seen in the screenshots I've shared if you zoom in and compare them to the text
