feat: move ETH transaction validation to KakarotCore #908

Following #836 we can move validation of the transaction (in evm terms) to the Kakarot contract

send the encoded transaction data, and

verify chain id
verify nonce
verify gas
verify fees (max fee per gas, base fee, max prio fee)
verify account value
other required verifications in ETH Spec
