Hidden votes recovery: prevent the juror from exploiting the recovery hash to vote strategically #2155

This is a bug fix affecting #2016
In castCommitShutter it’s possible to pass different commit and recoveryCommit.
In commit a juror can commit choice 1 and in recoveryCommit they can commit choice 2. Now it’s not necessary for them to use shutter service to reveal the vote. They can just wait till the end of the voting period to reveal with either recoveryCommit or commit based on what other jurors voted
This allows them to vote for two options and reveal based on whichever is coherent
