增加一些基本的命令

/assign
自动分配 reviewer 能力

没用 kuberentes prow ci 的原因，是比较复杂。需要webhook。可以尝试 github action

@jonyhy96 ci robot 可以考虑用 github action market 提供了很多工具可以帮我们我之前写过一个lgtm的 https://github.com/marketplace/actions/lgtm-approve
