Related to trilinos/Trilinos#5015

We should consider aliasing types into namespace Experimental instead of wholesale deleting the namespace. The develop and cmake-overhaul branches will need to address this with Ifpack2 for Trilinos promotion, which reference a bunch of KokkosBatched::Experimental classes.
