@MrRishi has done majority of the work. Please update the ticket with your progress.

Acceptance criteria:

A Cypress test is created to validate that Atlantis is able to watch and reconcile Terraform code change.
Ensure Atlantis is configure to respond to PR and has permission to read remote state file and cloud.
