add option to attach runners to GitHub repository

Runner created by Kubefirst platform are added to the organization gitops repository exists. Any Jobs within the organization that don't select a runner can be run on them. This becomes a problem when you

• have multiple Kubefirst platform using the same organization to store their gitops repo KRA-67
• do rapid development/testing where you spin up multiple clusters in the same organization by only removing the repositories and teams before each run.

because actions like metaphor deploy might might land in any of the runners. In metaphor's case the chart gets pushed to the local chart museum.
