[RFE] When the anlayzer rule is to add dependencies to the pom file we should use the dependency agent

We will need to classify different types of rules based on the outcome of what they want (planning agent) and, based on this, determine what needs to be done next.

In this case, if we are replacing or needing to add something to the dependency list, then we should use the dependency agent, today, we are just getting a first pass at a best guess.
