Create 404.html

Handle 404 (Not Found) on the KWoC 2020-21 website.

I myself am a participant of KWoC 2020-21. I happened to navigate to an invalid subdirectory, such as this, of the website and realized 404 isn't handled here properly.

If approved, I would also like to work on this issue.
