Setting CUDA number of blocks and threads doesn't have any effect on Sols/s

#I've tried setting -cb and -ct to various values but I constantly mine at 530-590 Sols/s no matter what settings I try. I'd like to just have my GPU mining in the background at a low rate while I use my computer day to day.

-cd 0
-cd 0 -cb 1 -ct 1
-cd 0 -cb 8 -ct 64
-cd 0 -cb 16 -ct 128
-cd 0 -cb 32 -ct 256

All have the same effect. 530 - 590 sols/s!
