Title

Shimmer effect in the WebForm Page is not appropriate.

Issue Description

As I have checked the Webform page and there I was able to see that the shimmer effect is not appearing properly. Which result in appropriate view,

Preconditions

1. Admin must be logged in.

Steps to reproduce

1. Go to Admin -> Settings -> WebForm
2. Hard Refesh the page and check the shimmer effect.

Expected result

Shimmer must appear according to the content which is present, so that it looks consistent.
