Cannot read file

I am trying to open a "asice" file signed with an Estonian ID and it does not work. First the manifest in the code is looking for "META-INF/asicmanifest.xml" but in my file it is named "META-INF/manifest.xml". There are other issues as well. It seems that my file is just not the format that this code is looking for, but it almost is. Are there "flavors" of this tech? I would like to use a C# library for website login to verify identity.
