If I set custom right sizing recommendations in savings:insights:request-sizing page, the custom values show up correctly on the webpage, but if I download the CSV it seems to keep the old default values for recommendations.

Expected behavior

Thanks for reaching out on this issue. This has been previously reported and our engineering team is aware of the discrepancy between the UI and the downloaded csv. A possible resolution for this is set to be included in our 2.5 release. We don't have an ETA on the release just yet but I will update you as we continue to get more information.
