This is the track issue for Katib 0.11 release.
I think most of the changes are already in upstream.

TODOs list:

Add Katib release script: Katib release process #1466.
Sync Kubeflow manifest with Katib manifest.
Generate manifest for the new Katib UI: Create manifests for new Katib UI #1469.
Update training containers in Notebook examples: Update training container images in Notebook examples #1475.
Katib webhooks doc: [Documentation] Katib webhook information #1266.
Update boilerplate: Add script to update boilerplate #1491.
Fix gRPC build script: Fix gRPC manager build script #1492.

Katib 0.11.0 has been released: https://github.com/kubeflow/katib/releases/tag/v0.11.0.
We can close it.
