Is your feature request related to a problem? Please describe.
The descheduler policy API version defined here is hardcoded and points to deprecated v1aplha1 version.

Describe the solution you'd like
It would be great if the version could be specified using values.yaml file.

Describe alternatives you've considered
Continue using deprecated policy configuration (Not ideal)

What version of descheduler are you using?
descheduler version:0.26.0
