galaxy.yml file is missing license / license file

error:
  description: Invalid collection metadata. Valid values for 'license' or 'license_file'
    are required. But 'license' ([]) and 'license_file' (None) were invalid.

This causes pulp_ansible repository sync to fail.

I was planning to look at it after #10190 as I had to ignore warning about ansible-galaxy after ansible(-lint) upgrade but we would be very happy if you could try to submit a PR for that as well!
