RFE: kueue-viz: Add authentication to kueue-viz dashboard

What would you like to be added:
Currently, kueue-viz does not have any authentication system. It could be required by some organisations or users to have an authentication support.

Why is this needed:
Some organisation may want to restrict access to the dashboard to some users for confidentiality reasons.

Completion requirements:

This enhancement requires the following artifacts:

• Design doc
• API change
• Docs update

The artifacts should be linked in subsequent comments.
