Add Restart action to Deployment details page

What would you like to be added

A button with a restart/reload icon on the Deployment details page action bar.
Clicking this button will show the restart dialog that is currently shown when performing the same action in the Deployment list menu (added in #4254).

Why is this needed

To allow users to restart a Deployment from the details page without having to go back to the Deployment list. This will make the actions on both pages consistent with each other.
