/kind cleanup

Minikube v1.9.0-beta.1 has istio-provisioner & istio addon v1.4.0.
This is not latest version(latest is v1.5.0).
Istio v1.5.0 has big change from micro-service architecture to monolithic architecture.

I'll send PR to upgrade to this version.
