I can create multi-branch pipelines with ks v3.4.1, so this might be a conditional problem.

Open the Developer Tools in your browser and check if there is any failed requests.

Also check the logs of devops apiserver and controller-manager.

Finally login the jenkins console and try to create a multi-branch with the same git repo.
