Filter searches

Have the ability to filter searches, with a filter button or advanced search section that doesn't clutter the UI, with specific filter requests being
a) searching for null badge numbers, and
b) where the name starts with something rather than includes something (Jo).

A related request is to allow other departments to search for the staff in their department, possible by using the filter or advanced search options (Brian)

Changing the search Grid control to allow filtering would probably be an easy win. Though it would need some testing for performance (both UI and database)
