Generating excel files does not work on windows 8.1 excel 2013

What steps will reproduce the problem?
1. On windows 8.1 execute the test project in svn
2. modify `SimpleTest.SimpleReadWriteTest` to write the first file to 
c:\temp\sample.xls
3. Using Excel 2013 try to open sample.xls. 

What is the expected output? What do you see instead?
The file should open with a single worksheet and two cells. It does not open at 
all.

What version of the product are you using? On what operating system?
Excel Library 1.2011.7.30

Please provide any additional information below.
