[bug repoert]当/etc/v2ray/gwflist.txt为空时 #130

当/etc/v2ray/gwflist.txt为空时，即使v2ray-luci-app设置为代理GFWList模式，所有流量都会走代理；
给/etc/v2ray/gwflist.txt里有至少一条域名时，依靠iptable的分流GFWList才起作用
