I get http error 403 when trying to get the public key #478

Hello,
when i run the command "wget -O kuoruan-public.key http://openwrt.kuoruan.net/packages/public.key"
I receive
"Downloading 'http://openwrt.kuoruan.net/packages/public.key'
Connecting to 104.21.45.87:80
HTTP error 403"
I tried with and without a VPN. Any help is appreciated.
