Description

Add a k8s level validation to prevent reducing the capacity for BASIC in the first place.
Reasons

Currently reducing the capacity of an already created BASIC tier filestore will result in an error when calling the gcp api. Even though this is an expected behavior, it would be a much better user experience to prevent this reduction in the first place in k8s level.
