Implement required checks solution

Description

As next step in Prow shutdown we've made a decision on our solution for requiring a checks on pull requests and preventing PR merges when checks failed.
Implementing the solution will allow us to disable a Tide for our repositories. This is required for Prow shutdown.

Reasons

Tide is a Prow component which ensure only PRs with passing tests cna be merged. It does the auto merging too. Tide is a part of Prow and will be decommissioned. We need a replacement.

• Documentation with examples exists. #12286
• Required check is defined for all team owned repositories.
• Automation to setup required check exists. #12288
• Workflow for required check is present in all repositories. #12287
• Ruleset with protection settings is defined for all team owned repositories.
• Repository settings for automerge is enabled for all team owned repositories.
• Automation for repository settings exists. #12289
• Tide is disabled for team owned repositories. #12290
