Payload Code/Bombs Not Dropping

Bombs aren't dropping even when conditions are met. Full extent of the issue explained in OPRF Discord (Tech Support Channel).

[12:45 PM] KSUU_TW | WHISKY1: Welpsies. I'm also working out the B1 problem. I'm replicating it now. I flew over once using the Factory from the AI scenario for KXTA as a target. 2 bombs dropped and positive impact. After that, I flew back over, perfectly centered, didn't mess with anything as far as targetting, and nothing dropped. I reckon I have to change the LCHR ROT to the next bomb to drop.
[12:50 PM] KSUU_TW | WHISKY1: LCHR ROT is set to the next bomb to drop. I also went further out to align with the target earlier.
[12:58 PM] KSUU_TW | WHISKY1: Didn't drop. I'm changing LCHR ROT to the next selection.
[1:13 PM] KSUU_TW | WHISKY1: Was at 14000 going to 18000. LCHR is on the first to drop.
[1:29 PM] KSUU_TW | WHISKY1: Still didn't drop. I guess that's where I give up for today. Lol, at least I got 
[1:39 PM] KSUU_TW | WHISKY1: Yep. So here's an overview. Came from the South towards KXTA. 12000'. Bombs armed and everything. Doors open. I got in range and got all the messages. 1 and 2 from FWD bay dropped no problem. Came back around after 40nm past target and left everything with targeting alone. I was centered. No in range messages or anything. That continued despite altitude changes.
[1:41 PM] KSUU_TW | WHISKY1: Something peculiar though is it seems to happen when somebody has trailed me or followed me around. I was able to drop a lot the first time, then a guy followed me around and I couldn't. This time, same thing. I dropped those two then somebody started trailing me. Maybe a coincidence.
