It has been absorbed into the OCI image spec (there was a discussion happening there about standardising a set of annotations, and we didn't want to have a competing set since the whole point was to have one common standard!) See opencontainers/image-spec#636 and opencontainers/image-spec#485.

But we have all failed to document that here :-(
