It appears that the pcipSaveOPROM may be incorrect, or the vmware kb is incorrect.

https://kb.vmware.com/s/article/2142307 mentions "Setting the ESXi boot option ‘pcipSaveOPROM=TRUE'... "

This list is saying "Save PCI OPROM images on boot: 0=Disabled, 1=Enabled, 2=Enabled (VGA Only)"

I did try all of the above settings and I am not sure where the oprom is "saved" but it seems the virtual machine may not be picking it up (using "%s.opromEnabled=TRUE"). Additional details or a correction one way or another would be awesome.
