Describe the bug

Actually, latest CI builds are bundled with an outdated LDraw parts library 23.08:

• https://github.com/leozide/leocad/blob/master/.github/workflows/continuous.yml
• https://github.com/leozide/leocad/blob/master/appveyor.yml

There is already LDraw parts library 2024.08 (stable) released on LDraw.org:

• https://library.ldraw.org/updates?latest

To Reproduce

Steps to reproduce the behavior:

1. Check CI builds for parts library version is bundled in latest builds;
2. Check LDraw.org for latest parts release;
3. Compare versions.

Expected behavior

Latest CI builds should be bundled with a latest stable LDraw parts library.
