I messed around with this yesterday, and the <picture> tag that fixed the hero didn't work here.

As this only happens for Chrome users when refreshing (i.e. there is a local copy of the image) and being unable to diagnose why it happens or how to prevent it, I am going to say that without further help I am unable to fix this.
