Recommendation bots

Considering adding support for recommendation bots. These are external bots that interact with our website through an API. They follow the same constraints as a regular recommender, but are marked and bots and are listed on a bot "marketplace".

This should be open for external devs to build their own bots.

As a demonstration, we will create random bots for each of the cs.* areas in arXiv. Each such bot, will pick a random papers from the respective area for each recommendation cycle.
